A data logger (also data recorder) is an electronic device that records data over time or in relation to location either with a built-in instrument or sensor or via external instruments and sensors
41 stations across India records Punctuality of trains through Data Loggers
Punctuality of almost 80% of mail/express trains is being monitored through this system
This system will improve punctuality of trains & provide real time train movement information to passengers.

Ministry of Railways have eliminated the practice of manually recording punctuality performance at 41 major railway junctions across zones to ensure correct reporting of such data. The Railway Board has instructed zonal railways to link the arrival and departure of trains with data loggers from January 1 2018 without the fear of drop in punctuality and report authentic punctuality status.

A data logger (also data recorder) is an electronic device that records data over time by sensing status of relays. Railway zones have provided such data loggers this across 41 stations which include Howrah, Mumbai CST, Mughalsarai, Lucknow, Kanpur, Chennai Central, Ahmedabad and Bangalore.

It has been an endeavour of Indian Railways to run trains punctually and provide information to their customers more current, reliable and accurate, with minimal human intervention. Data Loggers were provided at Stations to monitor the status of functioning of signaling gears. For train control, Optical Fibre network has also been laid and linked to control centres of the Divisions.

It was decided to utilize these data loggers for capturing trains running information & update Control Office Application (COA) automatically at the central server. For this purpose, to start with, the data loggers of one terminal station and one more station at each zonal railway is linked with COA through optical fibre backbone for automatically picking up the train running status. The work at 17 terminal stations and 17 other stations has been implemented as a pilot project. The system has been working since 1st Jan.2018 and extended to total 41 stations. (List attached)

As on date, punctuality of almost 80% of mail/express trains is being monitored through this system. It has been planned to further expand the network covering all the terminal stations. With the implementation of this system, the information available to the passenger is reliable and more current.

Subject: Grant Of NPSG in the Level-6 (erstwhile GP 4200) to Stenographers Grade ‘D’ of CSSS - Issuance of Zone of Consideration for placement of eligible Stenographers Grade ‘D’ in Non Functional Selection Grade (NFSG)-regarding.

The undersigned is directed to refer to this Division’s 0M No. 20/49/2009-CS-II(B) dated 22.06.2011 on the subject mentioned above and to say that based on the Common Seniority List of Stenographers Grade ‘D’, list of 331 Stenographers Grade ‘D’ who are considered eligible for of NFSG is annexed to this O.M., subject to their being found suitable by Internal Committee to be constituted by the cadre units as per para I (b) of the this Department 0M No.20/49/2009-CS-II(B) 22.06.2011. These Stenographers Grade 'D' who have completed the approved service of 5 years on 1st July, 2017 be granted the NFSG w.e.f. 1st July, 2017, subject to availability of last 5 years ACRs/APARs and other in the aforesaid 0M dated 22.06.2011.

2. Accordingly, the concerned cadre units of CSSS are requested to place the eligible Stenographers Grade ‘D’ as given in Annexure to this 0M in the NFSG alter strictly following the procedure and keeping in view other conditions as prescribed in 0M dated 22.06.2011 and also furnish the details of Stenographers Grade 'D', if any, who have not been covered in this order and are eligible NFSG. A copy of order in NFSG in respect of eligible Stenographers Grade ‘D’ may please be to this Department for the purpose of record.

Kind attention is invited to NFIR'S letter No. IV/MACPS /09/Part 10 dated 19/01/2017, responding to which Railway Board have issued instructions vide letter dated,27/02/2015 giving a chance as a onetime measure to represent against the 'Good' or below gradings recorded in the APARs of staff pertaining to the years 2014-15 , 2015-16 & 2016-17 .

While appreciating the decision of the Board for granting an opportunity to the staffto submit representations against the awarded gradings of 'Good' or below within 30 days from the date of Board's communication, NFIR desires to convey that in such a large network of Indian Railways, the Board's communication may not reach on time to the staff working at remote places as the publicity of the administration is also not adequate. Many staff may also

not be aware of the gradings already awarded to them by the controlling authorities.
NFIR, therefore, urges upon the Railway Board to kindly reconsider and grant 90 days time from the date of Board's instructions i.e.27/2/2018, to facilitate staff to prefer appelas, wherever needed. It would also be necessary to advise General Managers of Zonal Railways to arrange to give copy of the gradings awarded to the concemed employees at the earliest. A copy of modified instructions may be endorsed to the Federation.

The undersigned is directed to refer to NFIRs letter No. IV/NPS/PFRDA BILL/Part- I dated 13.02.2017, 26.10.2017 and 11.12.2017 on the above subject.

2. In this regard it is informed that on the request of NFIR, Hon’ble former Minister of Railways, Sh.Suresh Prabhu had written a D.O letter dated 11.04.2017 to the Hon’ble Minister of Finance and Corporate Affairs, Sh.Arun Jaitley, to have a second look on the issue of exemption of Railway employees from the application of National Pension System (NPS). In reply, Hon’ble Minister of Finance and Corporate Affairs Sh. Arun Jaitley has communicated that the matter was reconsidered in consultation with pension Fund Regulatory and Development Authority (PFRDA) and that the request for exemption railway servants appointed on or after 01.01.2004 from the application of NPS does not seem to be feasible proposition.

The National Policy on Indian Systems of Medicine & Homoeopathy - 2002, envisages integration of AYUSH systems of medicine with the Healthcare Delivery System. Mainstreaming of AYUSH is one of the strategies in National Health Mission (NHM) which seeks to provide accessible, affordable and quality health care in order to improve the existing health care delivery system.

Government of India has adopted a strategy of Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs), thus enabling choice to the patients for different systems of medicine. The engagement of AYUSH Doctors / paramedics and their training is supported by the Department of Health & Family Welfare, while the support for AYUSH infrastructure, equipment / furniture and medicines are provided by Ministry of AYUSH under Centrally Sponsored Scheme of National AYUSH Mission (NAM).

Further, under NAM, there is provision of AYUSH Wellness Centres including Yoga & Naturopathy which also envisage engagement of Yoga manpower.

This information was given by the Minister of State (Independent Charge) for AYUSH, Shri Shripad Yesso Naik in written reply to a question in Rajya Sabha today.
